“And, behold, I come quickly; and my reward is with me, to give every man according as his work shall be. Christ hasn't come yet, has He? The Bible is plain. At the return of Christ is when His servants receive their reward.

Maybe this explains why the Bible says that Christ must remain in heaven until it comes time to restore the Kingdom of God on earth.  It does not say that His disciples are in heaven with Him.   “He (Christ) must remain in heaven until the time comes for God to restore everything, as he promised long ago through his holy prophets." Acts 3:21

The kingdom of God is not now on this earth.  It will begin at the return of Christ.  Christ will remain in heaven until His return, at which time, He will begin the restoration of all things. “Jesus said to them, "I tell you the truth, at the renewal of all things, when the Son of Man sits on his glorious throne, you who have followed me will also sit on twelve thrones, judging the twelve tribes of Israel. Matt 19:28-29 This is also the time for the reward to come to all of His servants.
 

Wait a minute! Aren't the 12 disciples in heaven right now and wasn't going to heaven their reward? This might come as a shock, but these men are dead, awaiting the resurrection. They have not been up in heaven with Christ all this time.  Revelation 22:12 tells when God's servants get their reward. “And, behold, I come quickly; and my reward is with me, to give every man according as his work shall be.

Speaking of David, Acts 2:29 says, “Men and brethren, let me freely speak unto you of the patriarch David, that he is both dead and buried, and his sepulcher is with us unto this day.” David has not received the promises, nor have the 12 disciples received the promises yet.  Of all the men listed in Hebrews as the greatest servants of God, it says “And these all, having obtained a good report through faith, received not the promise...” Heb 11:39  No one has them yet. Because what God has for His servants comes to them at the return of Christ.

Revelation 22:12 says, “And, behold, I come quickly; and my reward is with me, to give every man according as his work shall be.  At the return of Christ, His servants will receive their reward. They will receive the promises. And they will rule with Christ a thousand years and they will begin the work of the restoration of the full Kingdom of God on this earth. God the Father Himself will come down and be our God. For 1000 years, Christ will be working at making the earth ready for God the Father to come here to dwell. The final goal is not for us to go up to heaven but for heaven to come down here. Revelation 21:1-3 say, “Then I, John, saw the holy city, New Jerusalem, coming down out of heaven from God, prepared as a bride adorned for her husband. And I heard a loud voice from heaven saying,

"Behold, the tabernacle of God is with men, and He will dwell with them, and they shall be His people. God Himself will be with them and be their God. And God will wipe away every tear from their eyes; there shall be no more death, nor sorrow, nor crying. There shall be no more pain, for the former things have passed away." Then He who sat on the throne said, "Behold, I make all things new." And He said to me, "Write, for these words are true and faithful." And He said to me, "It is done! I am the Alpha and the Omega, the Beginning and the End. I will give of the fountain of the water of life freely to him who thirsts. He who overcomes shall inherit all things, and I will be his God and he shall be My son. Revelation 21:3-7

This is the goal. The final restoration of all things.
